How about doing something similar to loss ratio chart? (maybe using old model's calculated loss cost on hold out data instead of using premium). That way you focus on segmentation and ignore effect...

We've been also using the term "change in outstanding losses" loosely. We don't deal with IBNR or ultimate here yet, so incurred has been used...

It's just a name some people started using and it's really a part of severity trend but I guess you can do some quantitative work if you set a threshold and analyze high severity claims given enough...

I thought it was more about the state law. Whether they allow it or disallow it. I may be wrong though, as I have not worked on filing in personal space.
