But seriously, my wife just had surgery for a broken arm, and these facilities are not seeing COVID cases. So it's just about the safest medical facility to have a procedure done.

This seems to be more and more political now. If you think Chinese government can do whatever they want, then you gotta believe the effect of countrywide lock-down, which leads to low number of deaths and infections. If you think the number of infections and deaths were draastically under-reported, then it may mean that lock-down didn't work. Then why don't America just open up ASAP?
Also, speaking of expeling journalists, China expeled American journalists as a rataliation to American government. Other countries' journalists still work there.

Maybe HIPAA can be temporarily suspended for now so government can track those infected?

Yes, nearly unimaginable. Not nearly as unimaginable as walking into a maternity ward intentionally spreading a potentially fatal disease.

It's funny how things like that change. Wasn't it basically unheard of for fathers to be present at birth just a couple generations ago?
