If you can't finish the exams with two attempts per year, maybe the career isn't for you.

If you're going to take a serious attempt at an exam, especially while working, 3 months isn't long enough, you need 5.

Given the name, it doesn't sound like he is of strict Anglo-Saxon descent.

There's probably a law saying you can't discriminate based on nationality (that is, citizenship from a specific country).

No, that's not racism, to, for example, discriminate against somebody from Australia versus the UK, at least in most of the meanings of the word, but there's no single word for "discrimination based on nationality".

Was the price structure based on the nationality of the test taker, or the nation in which they took the test? Those seem somewhat different to me. The former is, if not racist, something that seems unfair based on nationality. The latter seems like a legitimate difference based on the different value of money in different parts of the world.

nationalism
seems to come pretty close; at least an application of the definition could cover that.
