I generally am happy to talk with recruiters, even if I'm not particularly looking for something, as long as it doesn't take up a lot of time, and I'm not bugged by that particular recruiter more than twice a year.

That said, many times I don't pick up if I don't recognize the number. So leave a voice mail.

I would put my odds of giving you a response higher if you call rather than email, but don't be surprised if all subsequent communication is through email. I can actually respond at work that way.

By actually knowing something about me. I hate when recruiters seem to find out that someone at my company is at XXX-XXX-1234 and then they appear to dial every extension possible fishing.

Best time to talk to me would be at a SOA meeting. Just walk up and introduce yourself. I hate phone conversations.

Please don't call me at work. I have had several recruiters calling me and making small talk while I'm in the middle of an important project. Send me e-mails with descriptions that are as thorough as you can be. If I'm interested I will call you.

Know something about what actuaries do. Don't call us actuarials. Don't call me too often (annually is good, semi-annual I'll tolerate, more often and I'll find some way to get you to stop calling).

Same here. I talk to recruiters readily. However, when I seriously look for a job, I call the ones I've known and trusted for years. I don't call the ones who call me randomly once or twice a year.

The point is, just like any networking effort, you have to think long term, and it's a two-way street. Like DTNF said, I have to be convinced that you have my interest in mind in order for me to do business with you. Believe it or not, a couple of recruiters have succeeded (from my perspective), but they are like two out of a hundred.
