Yup. I have to admit, that's the first time I felt like it was a serious problem that associates couldn't vote. Most of the other votes have been things like "should we allow the board to engage in mutual recognition agreements at the fellowship level?". And a lot of what the board runs on is what should be in basic education. There's a better case for letting the fellows control the basic education than for letting the fellows decide on a merger.
