Odds aren't that stacked yet after one draw right? I'll let someone good at stats run the actual numbers but I thought it took a few hands before the L policies get drained.

WW regular F and MA L, WW really did get FLL and has to pass one L to liberal MA.
WW regular F and MA H, then MA is buying liberal cred for both WW & MA by passing L or didn't want to out himself early.
WW H and MA L, WW went fishing for teammate and missed.
WW H and MA F, deal was probably LLL and MA signaled to H that he's teammate and both get L cred.
WW L and MA L, both are being truthful.
WW L and MA F, MA trying to buy liberal cred? seems like sowing dissent would be more likely for regular F.
WW F, MA F - too improbable to consider with L policy.

Did I miss any options?

Didn't we have this situation last game? And I was super puzzled why someone would pass FL and claim to have gotten FLL (did that end up being a lie?). Or why they would pass FL that early on in the game at all.

Missed WW L and MA H. I don't think the fascists would like to put Hitler in that type of situation though early on.

Yes WWL and MA H would be MA trying to buy L cred by not passing F.
