If Sean Payton believed same, Hill would have started this year and there would be no talk of Brees or Bridgewater as an option. (See transition of Pat Mahomes)

Bill Barnwell seems to think Teddy B is going to get paid. His various options seem to be deals averaging roughly 30M a year. Yikes.
