i am certainly no expert on the various c3, c6, etc, but it sounds to me that (?)...

the c3 SOA was allowed to make actuaries great thru education and research. (near-MAGA reference unintentional)

the c6 SOA gets to spend a lot of money telling people how great actuaries are and to hire them, rely on them, advocate for actuaries, etc (although it seems like they've always done this to some degree?).

The AAA recommends/advises on what to do with public policy based on how great actuaries are (based upon the first two items).

I suppose the SOA could, over time, now start to encroach on the last with this change, but it sounds like (at least under the current leadership) is not the intent.

Maybe it makes future mergers of the orgs more feasible?

Q&A: If no impact on members, why bother?

A: The IRS prefers the activities the SOA do -- promotional of profession -- through 501(c)(6), re: tax-exempt status

better, more modern structure (with 501(c)(6) & 501(c)(3))

Q&A: What can the SOA do as 501(c)(6) can't do as 501(c)(3)

501(c)(3) are heavily restricted from political activity. Can't form a PAC, contribute to candidates, etc.

As 501(c)(6) could do that -- not that they necessarily would.

Research will be on the 501(c)(3) side, but governance of funding research will be same as now.

The big difference is accounting

Q: 501(c)(6) -- interest on lobbying activities?

A: not in public policy activity today, no intention to get into that afterwards

Jim Glickman: best example, CAS is 501(c)(6)/501(c)(3) structure. CAS is oriented toward education & research, and have not involved in lobbying, etc. SOA wants to focus on education & research, promoting the profession...each country has its own country-specific actuarial orgs (like Academy)

Legal issues with international differences?

Rich Veys: Already incorporated in Illinois, already have some international operations, the change to 501(c)(6) will not have any effect
