Default Paper on WC ELF's

What is the paper that describes the current state of the art with respect to calculating excess loss factors that a rating bureau would publish?

I am assuming that the 1991 Gillam Proceedings paper is out of date.

Anyone know?

If you email Barry Lipton at the NCCI he'll make sure you have the best info (it will likely be in their actuarial committee minutes somewhere).
