Default Statutory Definitions for Claims vs Admin and Vendors

Fun topic that I am dealing with currently. There are a number of contracts with vendors currently in place and there is ongoing discussion of how they should be allocated on the statutory blank.

Does anyone have good documentation or reasonable logic on how to classify vendors as a claims expense versus and administrative expense? Some of the functions to me dive deep into gray, especially when dealing with special functions or populations.
